Complaints process
The Lifesaving Society is committed to the well-being of Quebec athletes and sports professionals and wishes for them to thrive in their sport, work environment, or educational setting, regardless of their level or role. Athletes, coaches, officials, employees, and volunteers have the right to participate in sport in a healthy, safe, open, and inclusive environment, free from any form of mistreatment, harassment, or discrimination. Creating this secure environment is a shared responsibility for all.
The Lifesaving Society’s complaint process consists of two sections: complaints related to abuse, harassment, negligence, and violence, and complaints of an administrative nature.
For the first type of complaint, you will be redirected to the "Je porte plainte" platform, which will be anonymous and processed externally by a complaints officer. Following their analysis, a recommendation may be made regarding the next steps for handling the case.
For complaints of an administrative nature, members of the Lifesaving Society team will handle the follow-up. Depending on the nature of the complaint, information may be requested from the instructor, evaluator, affiliated member, and of course, the complainant. Once all information has been gathered, a follow-up will be conducted with the complainant.
Situations of abuse, harassment, negligence, or violence.

Do you want to file a complaint?
The Integrity Commissioner for Leisure and Sport (PILS) is an ombudsman whose mission is to safeguard the physical and psychological integrity of individuals involved in leisure or sports activities throughout Quebec. PILS intervenes in response to complaints or reports. It may also act on its own initiative when it receives information suggesting a violation.
With investigative powers, PILS can obtain the necessary information or documents from individuals it contacts. This allows PILS to gather all relevant information to conduct a thorough analysis of the situations brought to its attention, draw conclusions, and, where applicable, issue appropriate recommendations.
Offering an impartial, confidential, accessible, and effective recourse, PILS helps create and maintain healthy, safe, and respectful environments in all leisure and sport settings.
Please review the Lifesaving Society's integrity policy.
When to file a complaint?
File a complaint as soon as there are reasonable grounds to believe that abuse, harassment, negligence, or violence has occurred in a sporting context. Avoid judging the situation and determining whether it is worth filing a complaint.
Who can file a complaint with the Integrity Commissioner for Leisure and Sport?
Anyone involved, directly or indirectly, in a sporting environment who has experienced or witnessed abuse, harassment, negligence, or violence (e.g., parents, athletes, volunteers, coaches, administrators, referees, etc.).
Administrative Complaint
This Administrative Complaint Form is used to report dissatisfaction or concerns regarding the services or actions of a member or your organization. This form allows candidates to formally submit their complaints and request a review or correction of the situation. The process aims to ensure that candidates are heard and treated fairly and transparently, while contributing to the accountability of the organization towards its candidates and employees.
Are you the subject of a complaint?
Regardless of your status within your organization or sports federation, it is possible that one day you may be contacted by the Integrity Commissioner for Leisure and Sport or a member of an integrity committee informing you that a complaint has been filed against you. It is highly likely that, after the shock of this news, a thousand questions and emotions will overwhelm you. Here is a blog designed to help you navigate through this announcement.
